If you plan to spend most of the time at the main hotel and do want to participate in these meals, then you must purchase your own package.

since the packages effectively subsidise the room hire, they are not
really good value compared to just purchasing the food and beverages
yourself, as take-aways, and bringing them with you when you mingle with the delegates.
